Both have had their share of memorable VMA moments? Who is the Queen?

Britney. The VMA's is all about here whenever she shows up. Look at the VMA's since 1999, and she generates the most buzz. Even her worse is remembered.

It's not about winning the most awards. It's about who creates the most buzz and is the most talked about.
It's unfair to compare for Gaga now. Give her about 3 more years and then think about it again.
