It doesn't mean anything in regards to the album, other than the single won't be out by then. Bad Romance and The Fame Monster never had any VMA promo, in fact she didn't promote TFM on any major televised event. Unles you count the small part of Speechless during The Grammy's in between her performance of Poker Face and then dueting with Elton John mixing Speechless and Your Song.
