You sure can, but in a different way. Bjork, for example, is quality. She has extremely high critical acclaim and I love her, although she's been here since the 90s and only sold 15 million albums with over 7 releases. She's successful critically but not commercially.
The artists that are remembered for years to come, Madonna, the Beatles, Michael Jackson, all had quantity (and quality) but you can't get on those lists without quantity. You could without quality (Shakira selling 70 million albums, but then again that's completely subjective). That's why I'd rather have quantity.

I think people are confusing quality music with music they enjoy. You can enjoy low quality, generic music that tops the charts but at the end of the day, it's just that.
Quality always. If my favorite put out music once a decade but the music was phenomenal (to me), it'd be worth it. I realize that's a difficult way to make a living for the artist themselves, unless they spend their time touring (provided their previous work is good enough to get them regular gigs).
