Katy Perry, US artist? Think again.
Carly Rae US only?  sure.
Almost global -> Taylor Swift (yeah, she's local but had a great WW tour).
Demi Lovato is almost global (strong sales in Brazil, and some other countries, not so much elsewhere) too, but on a much inferior scale.
Avril Lavigne -> clearly global. See her sales in Asia, it's her best market. Her last era wasn't that good in the US, but worldwide it did pretty decently and had amazing sales in Japan.
She's probably the #1 artist in Japan, or at least #2.

This list is better.
I can't believe anybody thinks Katy Perry is "local". I live in the UK, and Katy Perry is bigger here than Lady Gaga at the moment. California Gurls and Firework outsold every single from Born This Way.
And that person said Carly Rae Jepsen is local, but she has the 2nd biggest song of the year in my country...
Local artists (to the US) are people like Lil Wayne, Trey Songz, Rick Ross, most country artists, etc. Not Katy Perry lol.

No artist is local. That's saying that an artist is only relevant in their hometown or one city. A better word would be 'national'.

I live in asia, and all I can say that songs that smash in US will be played by radio station in my country.
I guess, popular in US = popular in Asia (generalization)
