How do you know that other planets have "god like intelligence"? Wouldn't it end up being completely relative? I mean, relative to ants we could be considered to have "god like" intelligence when you consider our ability. But, as humans, we have only been developing for a couple hundred thousand years or so. So I guess that if there are species and planets that are significantly older than us then theoretically they could be more intelligent?
Though, the intelligence of humans as a species is really the result of pressure to survive in the natural world, and only recently to survive in the political, economic and social world as well. We are not nearly as physically capable as many other animals here on Earth, so we had to outsmart them seeing as we are neither the quickest, fastest, tallest, etc.
The point that I am trying to make is that not only must conditions be ideal for life itself, but the pressures must be the same, or similar for life of such high intelligence. As Humans, we faced very considerable circumstances that allowed us to develop in this manner. It really does make you wonder what conditions alien species would really have to face to develop such intelligence.
Edit: I also wanted to add that there are physical properties that would be required also not only to attain such intelligence, but also to put it to use. For humans, it's our opposable thumb, and our brain size among other things that we developed due to circumstances on Earth.
