Britney hands down. The people who voted for Rihanna probably haven't heard Brit's albums fully. Rihanna has really good singles, but Brit's discrography is way better than hers. There is no competition.

With most of Rihanna's albums that I've heard I find myself caring only for the singles (minus Rated R). Whereas, Britney's albums have AMAZING hidden gems that are never released a singles. At least with Albums 3 and up.
Britney (Album): Lonely, Cinderella, Let Me Be, That's Where You Take Me, What It's Like to Be Me.
In the Zone: Breathe On Me, Touch of My Hand, Showdown, Shadow.
Circus: Out from Under, Shattered Glass, Kill the Lights, Phonography, Amnesia, Quicksand, Lace and Leather.
Blackout: Get Naked, Perfect Lover, Ooh Ooh Baby, Freakshow, Toy Soldier, Hot as Ice.
Femme Fatale: Inside Out, How I Roll, Trip to Your Heart, Drop Dead (Beautiful), Trouble for Me, Seal it With a Kiss, Gasoline.
It's evident.

Dr. Luke isn't the only person to work with Britney. As someone else said Danja, BLOODSHY, Max Martin. And Britney worked with Ester Dean on Femme Fatale and Ne-Yo is as basic as they come.
