Music landscape has changed too drastically for any established artist to replicate such an era.
You can still have incredible exploits (Adele proves it) but while a decade ago multimillion selling albums weren't that rare, nowadays if you reach platinum or double platinum in US you have a great selling record.
Usher's Confession defined a sonic era, along with some other majorly inspired (and cross-overly) R&B or folkish sounding records.
Those alignment of factors don't come often.
Usher still a force in this industry and even if he's not a super seller anymore, people will still pay him his dues and reckon him for its - very well deserved - status.
And I wouldn't yet give up on his album... he has time to sell decently with that as well.
He's got a few more songs that could do well, projecting the album sales upwards
