The word 'Filler' is really annoying cause so many people take it to mean 'I don't like this song, therefore it's filler' when really, you can absolutely love a song whilst it's a filler.
Thinking of filler as a song which is only on the album to bulk up numbers, it's never gonna be considered as a single and it has no real meaning/speaks for the musician personally it has gotta be Rihanna. I feel the least time and effort and care is put into her albums. Like Linda Perry said about Katy 'Youve got your singles that everyone enjoys and buys and then you've got the rest. Who wants to buy a goddamn _____ album?'
So, in short;
Rihanna > Britney >> Beyonce >The Rest
I've never considered any Gaga track to be filler, or any tracks from Teenage Dream. I'd say the most filler is held by Beyonce and Britney, though what I consider filler from Britney is slowly decreasing.
