Not necessarily.
The Beatles borrowed heavily in their early career from the rock n roll pioneers i.e. Buddy Holly, Chuck Berry, Elvis etc. yet they are generally considered to have taken the genre of pop/rock music to a new level via experimentation and branching into different musical forms.
I'll admit I'm playing Devil's advocate in this particular debate: I don't think Britney has outdone Madonna but all I'm saying is that, just because subsequent female artists were inspired by Madonna/Janet/Whitney/Mariah etc. doesn't mean it's impossible for them to prove themselves even greater. Hopefully you at least agree with that in theory, even if you don't think any specific female artist has outdone Madonna or Janet.
