It is an old annoying feature.

My facebook chat is set to appear offline so this doesn't really effect me.

I got the pop-up chat on constant disable, cause I'm too popular and don't have time to chat to everyone, so it doesn't concern me.
I only use normal messages.

It annoys the hell out of me, it's like you can't ignore the hoes that talk a lot but it's even worse when you're trying to chat with somebody you like and it shows he saw it but never reply back
