I believe Nicki was originally meant to release two albums in 2012, with the one that would have come out in February being just hip-hop with Va Va Voom and the tracks that leaked, and then the tracks she recorded December onwards were for the 2nd album, which was more pop and R&B focused.
But then the reaction to Roman in Moscow and Stupid Hoe, and the success of Turn Me On, made the label rethink that strategy, and they just pushed the release date back and combined all the tracks one album.

As much as I like 'Roman in Moscow' and 'Stupid Hoe', I am really grateful that the album was pushed back so we got better material. I'm not sure what I would have done if all the hip-hop tracks were like them.

Oh I know that the original album released in February would've been Hip-Hop. I don't know but I think she'll release a new album Q4 2013, which would be smart and good.
But I see where you're getting the two album thing. In the Breakfast Club interview she said that she named it PF:RR because it was supposed to be all Hip-Hop, so I was getting the idea that they pushed the album back to record the Pop tracks (sans VVV, MM, YF).

I wish I could be a fly on the wall in Nicki's dressing room or whatever whenever she finds out someone called her out or dissed her in a song. Like what would she say? Just her tone and facial expressions....I would live.
