The only better choices left were "Scheisse" and possibly "Hair" - there are arguably 11 other non singles that would have been worse choices.
And in the commercial department, Katy and Rihanna only outsell her in singles, and Rihanna doesn't even do that anymore. Of her five singles, only two of Rihanna's have become hits, which is a much worse track record than four hits out of five. Gaga outsells them both in albums, and during a time when both Rihanna's and Gaga's eras are considered underperformances she still sold double what Rihanna did. Adele is the only person who has an absolute commercial advantage over her.
I do think she will go much more commercial this time around - her label likely doesn't want to risk losing her immense selling power in albums and tickets. She can be extremely successful if she goes commercial again.

Once upon a time, there was a question as to whether Gaga would release MTN in the US. A Billboard editor actually said in one of their Ask Billboard articles that he thought Hair would be a perfect choice. I have to agree. And the song would have been better as an acoustic track, with just her voice, her piano, and Clarence on sax.
Government Hooker is hardly too dirty... S&M was a number one single, for goodness sake.
Scheiße could have smashed if released in Judas's place.
