To be honest I think they returned to the Fame/Monster concept to complete the trilogy, but also because it's what she really needs to stay on top of the pop world. She's at her best writing about fame and the darker sides of it, which should result in a better album than if she made a celebratory album. That theme would seem too similar to The Fame, which in today's market would be really generic as far as content.
Plus, I think she already had this planned out. It makes sense to progress from the bright side of fame to the dark side of fame and ultimately to that fame's end, whether by death or fading from relevance or backlash, and BTW was likely planned after the TFM era began as she noticed her extreme connection to her fans. I also think the reason it seems like she had some elements of BTW planned for a while is that they took some already-planned ideas from this next era and incorporated them into BTW. The next era having been already planned fits very well with the relatively fast time between the end of BTW and when we more or less know the album will be released.
