Long Story. I'm sure someone could explain in detail, but in short:
She chose 1 tour operator over another and that another one was Clear Channel that owned even more radio stations in US than they do now, so in retaliation they banned (blacklisted) Britney on all the stations that they owned and no DJ was allowed to play her songs.
So instead of charting on 100 Pop stations, she'd only chart on like 10-15 because she was banned on the rest. You can't get much AI from that, and no digital sales existed, hence the low chart positions
