Rihanna's had about 3 major tour. Katy's had 1.
So going off the success of their first major tour and that alone I'm going to go with Katy.

Neither of them are strong touring artists, but didn't Rihanna's last tour gross 90m as opposed to Katy's 50m?

At Katy's 3rd tour, she'll be bigger.
Since Katy's first tour grossed more than Riri's first.

Katy will be a bigger touring act in the future. Her first arena tour shows that compared to Rih's first and third.

That's irrelavent to the conversation. Despite GGGB being more successful than TD-Katy's tour grossed more than Rihanna (and got better reviews).

Katy started better than Rihanna, but that doesn't mean she is bigger. Rihanna is bigger at the moment.
