Born This Way, of course, was not a safe album, however, the singles chosen were easily the safest singles. All had the redundant, synth filled hook (Judas most notably, rehashing the Bad Romance Hook), and all were VERY safe for radio (in terms of beats, catchiness, etc.) The only risk she took was Marry The Night, and interscope admitted to it.
If we're going to pull the "safe" card, the only artist that can be brought into the debate is Bey, since she's released a lot of unsafe singles out of 4.
I'm not shading, I'm just attempting to sort out some of the delusion in this thread.

An anecdote doesn't make something true or false though. Sorry. I was talking about actual research
In my group of friends, people really like or really dislike Gaga. Pretty indifferent toward Katy. But again, that doesn't speak for the whole population.

She appeals to young, simple minded music consumers who aren't critical about what they listen to, but simply enjoy what appears to be popular.

Her singles are catchy, fun, care free, and don't upset anyone. Even some of the Christians I've known have jammed out to Teenage Dream, Firework, and The One That Got Away. Just because she's not trying to make a statement in her music, or wear a meat dress does not mean she's staying safe.
If you really want to try it with her not taking any chances with her singles, she released a BALLAD in the summer, released TOTGA after 5 other upbeat pop songs, and released TOY, a ballad in her first era.
This constant generalization that all of Katy's singles are "safe" and "generic" are starting to annoy me.  While Katy's singles are radio friendly, she's been one of the few artists to not jump on the dubstep breakdown/build up chorus train. Her songs are unique to an extent on radio, and many recent artists (Jesse J, Nicki Minaj, Marina & The Diamonds, Rita Ora, Carly Rea Jepsen) have tried to replicate her sound.
She's a pop artist that makes great pop songs. Didn't know that could get so many people riled up.

Katy is slaying because she makes good music that people want to listen to. She doesn't do it effortlessly, I mean looks and talent-wise, she is naturally gifted, but she definitely works hard to get her music out there!
