I think a lot of people messed up the meaning of rolling effect and think that it's the result of it whenever the update is low.
You get updates every day. After a week at the eighth day for example, the first day update will not be counted while the eighth day update will take its place. That means whether the update that day will be higher or lower depends on the eighth day itself. If it's higher than the first day, then the update would increase and vice versa.
