I think Kelly does hold the record for longest time with a song within the top 10... from October 2004 (Breakaway) to May 2006 (Walk Away), I think she had at least 1 song within the top 10 each week.

last time i checked bsb were males and kelly is a female.. the poster said FEMALE. I wouldn't be surprised if BSB or maybe NSYNC have a higher record on the top 40
