If we're really talking about who had the best year, the most deserving is Mariah or Bee.
I mean TRL Awards are held in February or sometimes April. So meaning Britney's year was 2002, Bee's 2003, Lindsay's 2004, Mariah's 2005. Brit wasn't doing too hot with the Britney era, I mean none of the singles were successful. Beyonce of course had one of the hottest 2003's with two numbers one and a top 5 hit under 7 months. Lindsay's career has never gone anywhere so she doesn't really deserve it. And of course MiMi had hits all over 2005. So my decision goes to MiMi because she obviously had a great 2005 while Bee was just coming off DC3's Survivor era.
She was big at TRL since the begining , she always did something to the show with her appearances, special shows "Totally Britney Live" .I also think her videos were the most played on TRL then anybody else. She was really a part of the show.

LMAO Lindsay Lohan?! Concerning last year, Mariah Carey was justified, but Kelly Clarkson should have won TRL-wise. However, Britney Spears will always be TRL Queen IMO.
