Gaga's stuff isn't risky either.  She releases songs with big choruses and big beats; that are anthem-like.

the public had a reward out for Man Down's head because many believed it was promoting violence and murder. that's why it's considered risky. imo the riskiest Rihanna's done has been S&M and Birthday Cake. S&M cause it was the moment everyone was like "well... Rihanna's definitely grown up *awkward face*" and BC for 2 reasons: 1) all the sexual innuendos omg and 2) featuring her ex boyfriend with an anger management issue.
Lady Gaga does culturally risky singles, so at first glance they seem very risky, but when you look back it doesn't seem so risky because the environment has changed from when it was back then. the culture has changed because the song made the movement to change. but back then yes Poker Face was actually a bit controversial. same as Bad Romance actually, but only a little bit. Alejandro was controversial only because of its music video. Born This Way and Judas are so far her riskiest imo, but it's all because she makes biblical and religious references that extremely hard to ignore.
