Out of those I would say Shakira in the western world.

Globally, probably Rihanna considering her career hasn't really been about a peak. She's maintained a really constant level of relevance. You can't really say Umbrella, We Found Love, Diamonds, the Chris Brown incident, the LOUD era, etc. were her peaks because it's all been quite constant. She's been in the public eye for 10 years and there hasn't really been a "peak."

I mean Katy's peak was a lot smaller than Gaga and lasted 3 years as well. How is Gaga's shorter ?

I don't remember Shakira at her peak so I'm gonna remove her from the poll since I can't give an educated opinion.

I wanna say Rihanna and Katy while leaning more towards Katy. Overall, neither of these girls have ever been the IT girl, or the MAIN girl as they're always overshadowed by at least one other artist. They've never captured the zeitgeist like the others have at their peaks.
