Top Artist of the Decade title is based on artists' chart performance on the Billboard charts. The 'Billboard Book of Top 40 Hits' revealed the Top Artists of the Decade from the 1950s to the 1980s. The 1990s Top Artist of the Decade title was announced at the 1999 Billboard Music Awards ceremony. The 2000s Top Artist of the Decade was revealed on Billboard's website in 2009.
According to Billboard only one group (The Beatles) and one woman (Mariah Carey) were able to dominate a decade. All the other artists are solo male performers (Elvis Presley, Elton John, Michael Jackson, Eminem).
