The 'Billboard Book of Top 40 Hits' revealed the Top Artists of the Decade from the 1950s to the 1980s. The 1990s Top Artist of the Decade title was announced at the 1999 Billboard Music Awards ceremony. The 2000s Top Artist of the Decade was revealed on Billboard's website in 2009.
According to Billboard only one group (The Beatles) and one woman (Mariah Carey) were able to dominate a decade. All the other artists are solo male performers (Elvis Presley, Elton John, Michael Jackson, Eminem).

Let me clarify one thing here. Madonna was not blocked in the 90s or the 00s. In the 90s, apart from Mariah, she had also Janet Jackson, Garth Brooks, Boyz II Men and Céline Dion ahead. The 00s list is too long: she placed below #50. Regarding the 80s, you can't expect to get the Artist of the Decade title competing against the most successful solo act in Music history. And Michael did it with only 2 studio albums.
