First of all, I can say it because it's my opinion.
As for the rest, yes, that is a possibility. However, you act like that's the only valid explanation, as if the 1.5 million who bought the single and the 2 million of the album are the only people in existence. Therefore making it an excuse since you won't open your mind to anything else.
The E.N.D. had sold north of 2 million copies when "Imma Be" was released as a single, and that has sold 2.5 million singles. Fergie herself even, sold 2.8 million with "Big Girls" and 2 million with "Clumsy", and her album was beyond 2 million copies when both of them were staple hits, almost 3 million when "Clumsy" was selling. I use those two examples as immediate choices cause they are connected. If you'd like more, I'd be glad to do a little research and post for you.
"Rock That Body" as you can see has failed them in sales, but there were better choices on their album that could've been successes for them. And before GaGa stans come with, "its her 7th consecutive single", this isn't radio talk.
So yes, it makes sense that maybe people don't want to buy a song again if the album...but they aren't the only people. It is about single choice, because another song could
APPEAL to people who don't have her album. "Monster" might be reminiscent of her other hits, but could've appeal to GaGa fans/listeners who like that kind of music from her...which is what I think. No general listener would say "Oh I'm tired of her usage of M" or "this sounds like that last song" or whatever. If they like it, they buy the song. It's quite simple.
