No sis, worldwide. And it's GaOn, its sales are only reliable after 3-4 months since they calculate sales by the shipments-returns formula
A good example is Shinhwa, they only made 30K copies of their limited edition album, but since it was overshipped, it appeared on GaOn as 32500 copies.
So if you wanna be accurate, only sales from January releases (T-ara, MBLAQ) are kinda reliable. The others gotta wait some time.
For Korea-only you gotta search for hanteo receipts, but it's way harder to get them.
and yes, i'm not saying that he's not popular, buf of course Brown Eyed Girls/GaIn fans are helping.
