There won't be any promo because she's not bringing in any money. They simply can't afford it.
During the Born This Way era she could do all that promo because she made a lot of profit from the lead single & second single. End of discussion.

Since 2013, the only females to sell more albums than Gaga are Bey, Taylor and Adele. Gaga's shipped about 4-4.5M new albums since ARTPOP dropped, about the same amount as Katy. On top of that, she banked north of $100M touring since then.
The idea she is this giant loss leader is insane. She's still making plenty of money for Interscope. BTW was during saturation of Gaga's image, so they drove to get as much money out of it as possible. ARTPOP had random ass promo everywhere to try and accomplish something similar and it didn't work. They're trying something else this time with a more minimalist approach.
