Yes, but they were only using urban airplay for that chart. That's not the case now.
Well, sales + specific genre airplay seems OK. But using overall airplay to compile any component chart is disrespectful. And it doesn't make sense. So now a pop song can reach #1 in the R&B/Hip-Hop chart because Billboard thinks the song is R&B? When the same song is outside the Urban Radios' top 50? What a mess. You shouldn't hit #1 in any component chart when those radios don't give a damn about your song.
It's like, I'm Lindsay Lohan and I'm realising a pop-rock song. The general public buy my song massively and then Billboard put me at #1 in the Rock Songs Chart when no ROCK radio station is playing my God damn song. Do you see the picture now? It's a mess! I can't get over it. I am pressed!
