Actually 3km per candy is FINE. The chances are, you may not even find one of those pokemon you are walking for 10km so this is balanced and fair imo.

It's based on what egg they hatch from (with one exception):

2km eggs = 1km per candy
2km egg starters (Bulba, Squirtle, Char) = 3km per candy
5km eggs = 3km per candy
10km eggs = 5km per candy

I found a Jynx, tried to capture it, it ran.

Then I found an Abra. It ran after I got it in the pokeball just once before it escaped.

Still how I managed to get a Tauros (after 2 pokeball attempts ) , I'm amazed, but still. I wanted that Jynx.

Completely false, the pokemon you get has been decided since the moment you get the egg
