It is a little surprising probably, but it really makes sense to me. Changing it up a bit every now and then helps you adapt and stay fresh, but I guess a few trademark things don't hurt either. Recognition value. I remember Ke$ha once saying in an interview that she'd like to kind of be a comic book character: always wearing the same (or similar) clothes, makeup etc. for concerts to put a certain image of her into people's heads when they think of her.
I love her eye makeup, so I totally won't mind if she keeps it!

And yeah, I guess it really is a good thing that she doesn't seem to wanna change her image SO rapidly that no one look ever really sticks out in a person's memory when they think of her. I love reinvention as much as the next person, but I do agree that it can be overdone -- I don't wanna get whiplash from trying to remember what she looks like! And I think it's probably a lot harder to make a look iconic or even just memorable if you keep it for only a day or two. Like you said, a few trademark things can't hurt.
