From my reviewing it's that
President Clinton signed a law that disappropriately affected black youth. I'm not that sure tho, I only looked at a couple articles and some tweets. Some are also upset that Clinton said "back to the issues" making it seems like what the woman said didn't matter at all. But the main fuel seems to be Clinton's shifting on issues over the years.
But it's doubly amusing to me as Sanders haven't done much more to earn the black votes over Hillary either.
