In all other MC games I've seen, you are allowed to do the maximum number or less. You are not obligated to save the maximum number.

At least state there "save at most 2 songs" or something.

sis, Set 3 Round 1 only had 1 song leaving.

and since this set does not have a Q/X/Z entry, I feel its right to stick with one song leaving. Nothing fishy about that.

next rounds will be double elims just like other sets.

Yes it does coz 2 songs are gonna be saved. Its a no brainer though that Xtina and Avrill will both advance (poor St.Paul)
