Well considering this thread is about issues of American racism and American police brutality in America, I'm clearly discussing this in the context of America. I can't speak for any region outside of the US but ghetto and thug are definitely racialized here. This is the case with Blacks and Hispanics, not really whites or asians (or Natives, but I can't say that for sure).
Someone referring to a white man as ghetto doesn't mean it's not racialized. Racialization of a word has to do with its origins and the people to which these words are most applied to.
