I am definitely not what you'd call a GaGa stan because I'm mostly indifferent to her but I do consider her the next queen of pop. The reason is, I think she's the next person to take the iconic blonde bombshell archetype and use it to dominate the pop scene for several more years by tweaking the Madonna/Britney formula.

Katy won't be the next queen of pop, because I think she's too kitschy and campy (and not blonde) and I think she wants her music in the future to be more subdued. OOTB is really just a touchstone for her.
