Durarara!! is by the same creator and it has the same storytelling style with a big cast but it's set in the modern day so I'm not sure if that's what you're looking for.
Check out Gangsta, it's pretty good and it has mafia vibes like 91 Days. Black Lagoon is another good one to try out.
