Well, she's still Ice-type and you can't expect them to be high on the tiers at all. And you can't really compare her to Muk or Weezing, there are none similarities between them. Most of the Pokemon you mentioned have terrible aspects that interfere heavily on their tiering like typing (Torkoal, Golem, Regirock, Steelix), or just suck like Shuckle. I agree Miltank is underrated though, but that mono-Normal typing isn't doing the good sis any favors.
