Bullets are just the songs gains in the 7 days, if the bullet rises that means the song gained however many spins over last weeks gain that same day, if it drops that means that the gain was however many spins less than it gained the same day last week.
If the bullet drops, its not a bad thing, its not like it losing anything, it just didnt match the gain it had the same week last week, but Sober is still gaining alot.
