Surely you know how the country radio charts are formed altogether right? Like in my area I hear ISY 3 times more often then I hear SITW. The Billboard/Mediabase charts are formed based on the # of spins of a single track through Billboard/Mediabase's tracking system (in Billboard's case, Soundscan).
So your local radio station could be playing SITW 60 times in a week compared to ISY 1 play in a week, my station on my side of the country could be playing ISY 70 times and SITW 25 times. I mean it all balances out mathematically.
As for how Audience impressions work, Audience Impression are When a song is heard on a radio station. An impression does not have to be unique to count towards a song's total. For example, 5 million impressions for a song could actually be 1 million people each hearing it 5 times. In this factor, its more about the service area for which the radio station is serving. Hence why on Pop radio, stans aim for KIIS FM and Z100 because their station serves the most people and thus will provide the best updates on radio for a song as opposed to smaller service areas (even if a small station spins a song 24 hours in one day like when a new country station played IKYWT for 24 hours on its first day, they might make some impact, but not compared to a bigger city station).
