You have to tweet him the moment you see that he's online! He always replies, but you gotta be quick and smart because he gets like 32789634287 tweets about TSwift per second :P But yeah, I think it'd help if we tweeted him...
I don't think it has anything to do with Taylor, though. Taylor is too big of a deal right now and Cassadee has a lot of growing to do before she can steal Taylor's crown lol Either way, they're losing a big opportunity of getting more money by not sending Cass' stuff to pop radio
Maybe they're just trying to get the country community to like her/build her a fanbase before trying to expand her audience or something.
