Changing your name is as simple as making a new account, and letting us know so we can close your old one. You'd lose your post count though, so I don't recommend it.
LOL @ Unpermanate. Well, we used to allow users to do name changes by simply editing their profiles, but after a major forum upgrade, that feature was no longer compatible.
I'm sick of all this user name change business so I'm going to overrule everyone:
NO USER NAME CHANGE REQUESTS, period. You picked your permanent user name, you stick with it.
We can't really let people register new accounts either, especially because it might mean they're trying to get out of warnings they've already received in the past. So I'm just going to say "no" across the board. Forget about it.
