Well, technically you can use them, you can use whatever you want, you just won't get that high on the ladder, it's not that big of a deal honestly. 
I blame Gen 5 and it's extreme power-creep. Excadrill (back then), Landorus, Thundurus, Genesect, Keldeo (back then too) etc are too overpowered and break the meta-game. I hope at least Gene and Lando get banned tbh, because it's absurd.

But not OP enough to make it into OU, apparently. 
And I think Froslass is higher tier than slow tanks like Muk and Weezing because the tier system is based on a fast paced offensive metagame. Notice how Shuckle, Steelix, Regirock, Golem, Miltank and Torkoal are also low tier despite having excellent defensive stats.

Empoleon is the only one that matters at this point, and it's pretty clear Glaceon will win

♥ 5. Mismagius
 | Misdreavus was a cute ghost, Mismagius is the more serious, creepy ghost. I like it a lot, though I never expected it to end at the 5th spot.
Battle Use: Mismagius is okay at being both offensive and (specially) defensive, but doesn't stand out at either. The problem with this is that there are better Ghost pokémon that do the same. But, with 105 speed and 105 sp. attack, it's not bad at all.
Final Thoughts: Look at that mage hat.
Total Average: 8.1
Lovers: Kitt, Parks, Mmminaj, Hugamari, AndresVanDeKemp, Sorbet, aaylex, Aciid, Bad Influence, A Bomb, Nait Phoenix, Subomie, Vanity Ego, Mr. Link, Inner Insanity, HausOfJustin, J. YONCE, Toysoldier99, Phresh, Abyss

I always see Mismagius as a Misdreavus that choked on a Dusk Stone, just look at its throat.

Fantina's Mismagius nearly made me pop a blood vessel in frustration.
This is off topic, but does anyone know how Miltank did in the Gen 2 rate? (There WAS a Gen 2 rate, right?)
