Glow would be an empowerment anthem, but not a self-empowerment anthem like Animal, We R Who We R, Born This Way, Roar, etc.
I was inspired by this quote, particularly the bolded part,

It'd be about being confident enough to let your light glow and unconsciously making others feel comfortable enough to do the same. To be honest, it sounds exactly like a Dr. Luke / Cirkut / Max Martin type song to me.
