What is there to question? The same formula that got Bey to #2 calculates the entire chart placement. She saw a heavy increase in sales and a heavy increase in streaming and yet people are perched talking about what songs do and don't deserve to be where they are.
All of the artists on the chart can benefit from streaming and have streaming calculated towards their points, plain and simple. It's not like this particular (and very legitimate) portion of the chart formula is something especially created for Bey.
