Because tours are not a source of album success. Madonna's last tour is the best selling EVER, and her album hasn't even sold 700,000 copies. Tours are a source of success themselves. She has sold over 1,000,000 tickets total, with 95%+ sold out. Her album sales are just fine doing about 17k a week, keeping very steady and not sliding.

You can come back when Britney's at Rexall on April 6th and more than 8,000 people will be there.
