yeah aren't oceans free territories so you can do illegal things there and not get in trouble so long as you are far away enough from any countries. I know some people purposely take boats out into open water just so they can avoid the law

Anyway, yes - you are wrong.
They're international bodies of water with no owners. However each country gets about 200 miles of water off their coasts and they get a type of ownership.

There's obviously partial leadership over certain waters due to distance from land, but no one fully owns the oceans. Probably the only place on Earth that we actually have the most agreements on.
