Yes, it is. Simple percentage increase formula: (y - x) / x * 100, where x = 3.2m & y = 11.4m.
11.4m is 350% of 3.2m, but that's including the initial 3.2m (a.k.a. an additional 100%). The initial amount is not a part of the increase.

The song has often been used in some very famous talent shows in several countries in the last months, this explains the increase.
It doesn't make any sense "pay" for fake views in this video, it would have sense in 'Bad Romance' to reach the billion, but not this one.
