Riptide by Vance Joy has sold over 2M downloads and is a streaming monster but its Hot100 peak is lower than many songs.
Or we can just look at Sail.
Edit: Run The World and 3 by Britney sold the same amount of downloads but RTW has 5x more streams.
We can say without a shadow of a doubt that Run The World is bigger than 3 even though 3 peaked at #1
