I judged the characters on writing and acting. Very minor roles serve no purpose, so they are bad characters when rating them as characters. Remarkable acting in these roles might bring it up 1-3 points.
Supporting characters and main characters are the only ones developed enough to warrant a 5+ rating, but poor acting can tank them. That's how I generally approached it.

Me too!
Even if I hated the character, I appreciated that the actor was good enough to make me feel that way (like Peppers sister/ Kyle's mum). If the Actor was great, but their character sucked I marked them down too.
