Youre all confusing the most talked about/popular women with the most famous.
People like Beyonce, Rihanna, Jolie are worshipped by the media, and a certain number of (predominantly western) populations, but they'll still be millions and millions of people out there who don't know who they are.
Whereas everyone knows who The Queen is. She's had 60 years to build up her legacy. She was in the history books from the moment she was born. You may not talk or think about her but you know who she is.
Madonna I'd say is second though, because much like Elizabeth she's been relevant a long time and almost everybody knows her (although younger people may not). I don't think Angela Merkel is that famous. Influential, yes. But if you were to stop and ask people on the street if they know her they'd say no.
I think pop girls belong on the list but can't compare to historical figures.
