As for Lex Luthor, it would appear that he is repsonsible for the destruction outside of the new Wayne Tower (aka Corktown)

Batman will also have a dead Robin (most likely Jason Todd) So Dick/Nightwing should already be active. No word on if he has a current Robin or not. Chronologically it should be Tim Drake though.
