The list includes BEYONCÉ so it's probably Jan-Dec this time.
And if last year was Dec-Nov, then Dec 2012 shipments might be missing from their numbers altogether. Could explain why TTAL isn't on the list.
In the end it depends on the labels, they're the ones reporting the figures to IFPI. And the accuracy of these figures doesn't really matter outside of the stan world, so I doubt a lot of time and money is spent on making sure every label reports the shipments the same way.
