No offense to Gaga stans or whatever, but I don't see Gaga as iconic. Just kind of... weird. I like some of her songs though, just not when she gets preachy.

Gaga has seriously impacted pop culture. She's shifted a lot of the focus onto being eccentric and entertaining. See what your fav wore at the VMAs as evidence.
Britney can't sing (well) live. She tries, but she can't. Rihanna can sing circles around her. I like Britney, but she doesn't even write her songs AT ALL. Katy and Rihanna (co)-wrote almost every song from some of their albums. Britney is an amazing entertainer, but I'm not here for fake voice played on playback. Old Britney is been better than Katy, when I think better, I give you that.
Katy is a basic songwriter ('Do you ever feel like a plastic bag ) and rihanna BARELY writes anything, she's credited LAST in every song she's written meaning she wrote the least.
Britney wrote and composed this WORLDWIDE #1 hit.
As well as this:
Britney in her prime was a much better singer, dancer, entertainer, etc, you name it, than rihanna and katy. She also plays the piano (which you can hear in everytime and someday).
Not to mention she can still dance better than either of them ever could/can or will.
Talent wise:
So those are the points accumulated which would rank them as such:
1) Gaga 2) Ke$ha
3) Old Britney
4) Beyonce*
5) Adele*
6) Rihanna, Katy*
8) Britney
*= Not enough knowledge about artist.

To answer the question: Britney, Beyonce & Gaga are above the rest because they are icons unlike the other girls whose impact in pop culture is non-existent.
If you have judgement than try the list and be honest and fair. It's what I got with the knowledge I have and the 4 points I made. 5 being the highest. Beyonce could be higher but I dont know if she plays instruments

Ke$ha is actually talented guys. She's not above Bey but she's a very good songwriter. She can sing surprisingly high (3 octaves) and she plays the guitar. She's more talented then Britney and Rihanna.. that's for sure.

Nicki basically jacked Gaga's whole "I'm weird" thing and used it for herself. Katy's E.T video had eccentric visuals despite the song being about alien sex. She could have easily made that video into what she normally does, but instead she went all weird.
